Los Mexicanos no son dignos de entrar a una botica o a un cafe porque estan casi seguros de que no se les servira. 4. Sequn conversacion que he tenido con varios viejos mexicanos residentes de Brady, hubo un tiempo en que los mexicanos eran separados en los cines y hasta en unas ocasiones en el unico hospital local. 5. El "Richards Park" de esta localidad nunca es visitado por familias de nuestra raza. El verano pasado me toco visitar dicho parque varias veces y tal fue mi sopresa el nunca haber podido ver ni un mexicano conquien platicar, y esto no es por que no quieran visitarlo, es porque en varias ocasiones han sido [Illegible - rehusados]. 6. Segun informes que recibi, en un restaurant en esta. Los muy ignorantes soldados nunca fueron para quejarse con su comandante en Camp Bowie. Estos son nada mas unos cuantos de los desaires y hechos que recibe nuestra pobre raza en esta, y vamos que estamos peleando por la Libertad y Democracia. Woods, State Superintendent of Public Instruction, Austin, Texas My dear Dr. Woods: On June 25, 1937 I wrote you for the first time with reference to the desire of the Latin American citizens of Hondo, Texas to secure adequate school facilities for the children of Mexican extraction of that District. You answered this and other letters with reference to the same subject and send me a copy of a letter addressed by you to Dr. H.J. Meyers, President of the Hondo School Board, under date of September 1st 1937, for all of which courtesies we thank you sincerely. Since that time your Representatives Mr. John Olsen and Mrs. P.E. Dickinson have conferred and communicated with the said School Board and their Superintendent Mr. J. Gordon Barry, and all we have gotten in the way of school facilities for said children has been the placing of eleven children from the Latin American school in grades five, six and seven in the main school; not, however, without the Hondo School Board making the Latin American citizenry of Hondo pay a rather dear price for this concession, as several Latin American children were demoted from the fifth to the fourth grade in order to prevent their being eligible for admission to the main school. The School Board is at liberty, of course, to adduce all the pedagogical arguments they may care to in support of their action, but to us Latin Americans it was just smart strategy on their part to have as few Latin American children as possible attend the main school. The next and only other thing we have gotten has been the repeated promise of the Hondo School Board to erect a modern and well-equipped primary building for the Latin American children, a promise which, by the way, is over a year old; this, nothwithstanding that in your letter of September 1st 1937 to Dr. J. H. Meyer you stated to him: "You and your Board are under obligations to give all the children within the confines of your school district equal educational opportunities, and I shall expect a letter from you immediately stating that the relief for the Mexican children is being given -- not next year, but for the scholastic year." I am enclosing copies of letters exchanged by the writer with your Representative Mrs. P.E. Dickinson, which are self-explanatory. In reply, permit me to state that, as you already know, the law requires that no discrimination be permitted among the children. The Latin American children has as much right under the law to nice school rooms, good equipment, textbooks, and an uncrowded situation as the Anglo Americans. You should by no means permit a separation of those children after they pass the third grade. Up to the third grade, until they learn the language, separation is probably better; however, if the Latin American child is reared in a home where English is spoken, there is no reason for separation at all. THE STATE OF TEXAS COUNTY OF BEXAR BEFORE ME, the undersigned authority in and for said County, State of Texas, this day personally came and appeared Frank E. Riley, to me well known, and who, after being by me duly sworn, did depose and say: My name is Frank E. Riley. I am 30 years of age and married. I am a member of the United States Air Force, and am stationed at San Antonio Military Basic Training Center, San Antonio, Texas. I have served 15 months in the U.S. Navy. I was born in Guatemala, Central America. About 15 days ago my wife and I went into the Ray Theater at Hondo, Texas, and sat down. My wife was born in Guatemala, Central American, also. We had occupied our seats about three minutes when one of the ushers came and told us that because we were Latin Americans we would have to leave the theater, as Latin Americans were not admitted to said theater. I asked for an explanation and the usher said that I had better leave if I did not want to get into a difficulty. My wife and I thereupon got up and left. While going thru the vestibule or lobby of the theater I again demanded an explanation and the usher then said that he was not in a position to give me an explanation, as he had orders from the manager to do this. I was wearing the United States Army uniform at the time. I explained to the usher that my wife and I were Latin Americans from Guatemala, Central America, and he said that did not make any difference because we were still Latin Americans. This happened in the afternoon. That same day I went to the Hondo Chamber of Commerce. I spoke with the Manager and he explained to me that it was customary in Hondo not to admit LatinAmericans to theaters, drug stores, restaurants, and other public places. The name of the Manager is Allan Webster. I then went and reported the incident to my Commanding Officer at the Military Basic Training Center, San Antonio, Texas. My father, the late Harry Joseph Riley, a native of Hartsville, Mo. was Consul General of the United States of America in Central America for twenty seven years. Further Affiant sayeth not.
