My dear Mr. Canales: We are daily feeling the need of a Constitution and By-laws for our Organization. And in view of the fact that you and I are so busy all the time, I feel very much inclined to adopt the draft submitted by Mr. Eduardo Idar and with which you are familiar. Of course, I can make a few needed changes before returning it to him with instructions to print it. We can clearly state therein that said Constitution and By-laws are merely intended for temporary use while we work on a permanent one. I believe we ought to have it printed both in English and Spanish because there are quite a number of Americans of latin extraction who do not read English. Mr. Tafolla has not yet sent me the names of the members of his Committee. I doubt very much if we shall come to a satisfactory agreement with the Order Sons of American, judging from his remark contained in his last letter, which reads: "Unless the changes or suggestions that your Committee might offer are very radical, I see no [Illegible - reason] why we could not be united under one banner". Therefore, we might as well plan on making our Organization a permanent one. By the way, what about changing its name once more and making it read: [Underlined] League of American Citizens of Latin Descent It is longer, but much clearer. Dear Mr. Casady: I have decided to publish, in English, about 100 affidavits which I have in my file regarding Mexican descent in Texas. Other evidence of such conditions will also be included. Perales, one of the greatest Latino civil rights leaders ever, was one of the first Latino public intellectuals to master the use of the media in pioneering efforts to track and report on discrimination. Over the course of forty years of activism, during the 1920s to 1960, Perales wrote a weekly column in San Antonio’s La Prensa newspaper, the periodical with the greatest and most extensive circulation; had a radio program; published books; and maintained an unheard of level of correspondence, writing daily as many as ten letters to the authorities, civil rights activists and just everyday folk. One campaign he maintained over many years was his use of the periodicals and radio program to invite victims and witnesses of discrimination to document the cases in letter form and send them to him at his San Antonio law office. He would abstract these testimonies in his newspaper columns and radio programs and use them as evidence to demand corrective action and policy changes from government at every level. In the Alonso S. Perales archive hundreds of these letters have been preserved; many of them were written by hand by working-class people who were most likely to suffer the indignities and denial of services because they were Mexicans or Latinos. Because La Prensa and Perales’ network was so broad, the letters came not only from throughout Texas and the Southwest but from as far north as North Dakota and east as the Carolinas. The record is diverse in documenting everything from barbers refusing to cut hair to schools that would not allow Mexican families to register their children. The Perales collection of correspondence is one of the very few documentary sources that precisely date, locate and describe the instances of segregation, violence and racism experienced by Latinos over a long period of time: names are named, addresses noted and alleged crimes publicized; in most cases, however, these acts were committed with impunity, but the informal history and conscience of la raza was recording them. And now, the researchers of posterity can study and reference them in writing a truer history of the United States, and communities can become aware of these acts in developing laws and policy. Gentlemen: In reply to y our [your] letter of Oct. 31st 1944, your reference TCC:EB:EAM, 144-012-4, for which we thank you, please be advised that our honest belief is that if we now had a federal law forbidding discrimination on grounds of race or national origin by private individuals or private businesses, and a test case were to come up before the United States Supreme Court, that body would decide that the Federal Government has [Underlined] the power to legislate upon the subject. The cases you mention, to-wit: the [handwritten: C]ivil [Civil] Rights Cases, 109 U.S. 3, were [handwritten] decided in 1883, and conditions have changed considerably since then. Americans of all racial lineages and national origins fought one war over twenty five years ago, and Americans of all racial extractions and national origins are now fighting another war to make [handwritten: the] world, including the United States of America, safe for democracy. Consequently, when they return from this [handwritten: war ] these fighters will expect to find here a REAL DEMOCRACY, not only in theory but in practice as well. These men of all racial extractions and national origins, including over a quarter of a million Americans of Mexican descent, are not giving their [strikeout: ives] [handwritten] lives with line to location and their blood in order that some Tom, Dick or Harry remain free to humiliate them when they return merely because of their race or national origin. We believe the United States Supreme would take these very weighty facts into consideration, should such a case ever come b_fore [before] it again. Gentlemen; With further reference to our recent correspondence regarding discrimination against Mexicans in the State of Texas, we take pleasure in enclosing herewith a list of some of the towns and cities where such practice exists. We have many more names, and the list will follow within the next few days. However, the list we are sending you to-day will give you a good picture of the situation. We believe that an immediate investigation by our Department of Justice to determine just what motive impels the owners of these establishments in discriminating against Mexicans would prove valuable. Also, we believe that if our War Department would say to the owners of these establishments that our Federal Government will positively not tolerate the humiliation of American soldiers of Mexixan descent simply because of their racial lineage, that would likewise prove very helpful. My dear Mrs. Dees: In reply to your letter of the 28th instant, I thank you very much for your kind invitation to address your worthy Organization in the afternoon of March 10th. I shall consider it an honor and a privilege to address your Convention upon any phase of Pan Americanism th at you wish. However, if you will permit me to make a suggestion, I will state that the subject "The Good Neighbor Policy and Recent Developments in the Western Hemisphere" would be more interesting and appropriate at this time, in my humble judgment, than the topic: "The Proposed Association of American Nations". In developing my topic I would, of course, touch upon the Lima Conference and its accomplishments. "The Proposed Association of American Nations" would not be interesting, in my opinion, because it is a project that has been pending for several years. It was agai n presented for di scussion at the recent Lima Conference and, as we have seen, no action was taken to form such Association. Therefore, it would seem to me that the most opportune time to discuss and to press such a topic would be on the eve of another Pan American Conference or at least during the year preceding said Conference. To be perfectly frank with you, I could not muster enough enthusiasm to talk about "The Proposed Association of American Nations" at this time. To my mind it is a dead issue -- at least until the next Pan American Conference, which will be held four or five years hence. Will you kindly let me know, at your convenience, whether or not the topic I suggest is acceptable to your Organization?
