My dear Dr. Woods:&#13;
&#13;
On June 25, 1937 I wrote you for the first time with reference to the desire of the Latin American citizens of Hondo, Texas to secure adequate school facilities for the children of Mexican extraction of that District. You answered this and other letters with reference to the same subject and send me a copy of a letter addressed by you to Dr. H.J. Meyers, President of the Hondo School Board, under date of September 1st 1937, for all of which courtesies we thank you sincerely. &#13;
&#13;
Since that time your Representatives Mr. John Olsen and Mrs. P.E. Dickinson have conferred and communicated with the said School Board and their Superintendent Mr. J. Gordon Barry, and all we have gotten in the way of school facilities for said children has been the placing of eleven children from the Latin American school in grades five, six and seven in the main school; not, however, without the Hondo School Board making the Latin American citizenry of Hondo pay a rather dear price for this concession, as several Latin American children were demoted from the fifth to the fourth grade in order to prevent their being eligible for admission to the main school.  The School Board is at liberty, of course, to adduce all the pedagogical arguments they may care to in support of their action, but to us Latin Americans it was just smart strategy on their part to have as few Latin American children as possible attend the main school.  The next and only other thing we have gotten has been the repeated promise of the Hondo School Board to erect a modern and well-equipped primary building for the Latin American children, a promise which, by the way, is over a year old; this,  nothwithstanding that in your letter of September 1st 1937 to Dr. J. H. Meyer you stated to him:&#13;
&#13;
     "You and your Board are under obligations to give all the children&#13;
   within the confines of your school district equal educational&#13;
   opportunities, and I shall expect a letter from you immediately stating   &#13;
   that the relief for the Mexican children is being given -- not next year, &#13;
   but for the scholastic year."&#13;
&#13;
I am enclosing copies of letters exchanged by the writer with your Representative Mrs. P.E. Dickinson, which are self-explanatory.  From in the "Promise Stage", and it seems that the Hondo School Board just simply will not do any more.</text>

Altogether we sent 22 "night letters" like the above.  They should have received on June 2nd. Mr. M.C. Gonzales assured me that he was going to send similar telegrams in the name of the LULAC organization.  Mr. Moises Maldonado, of the AFOL Union of Hod Carriers and Common Laborers, said they too would send telegrams immediately.  This morning I read in  LA PRENSA the wonderful statement of facts made by Mr. Ernesto Galarza, Chief of the Labor Division of the Pan American Union.  He appeared before the Committee.  Fine work, indeed.  This makes me feel much better, as it shows that after all my presence was not absolutely necessary, since Mr. Galarza was going to speak on the same subject.  He did it well, too.  Mr. Gonzales and I agreed that he would telegraph Congressman Fernandez to appear before the Committee and speak in the name of the three million Latin Americans in the U.S.  I believe Gonzales sent him said telegram. This concludes my report on what we have done at this end.  Please keep me posted on developments.  By the way in addition to [illlegible - writing] Congressman Kilday and Senator Connally I wrote them letters in the name of our Committee and our League.&#13;

It affords me pleasure to send you herewith attached a br[handwritten:i]ef [brief] statement on the problem of discrimination in employment as it affects the Latin American or Mexican throughout the Southwest from Texas to California.&#13;
&#13;
More than twenty years of work in behalf of the Latin American in the Southwest has convinced me that at the base of the various forms of discrimination suffered by them in the political, social, economic and educational fields, lies the economic. This is, in my humble opinion, the real root of the evil.&#13;
&#13;
Refusal to give the Latin American citizen equal opportunities for employment and adva[n]ement [advancement], and the denial of the same wage for the same type of work to members of this group have condemned this segment of our population to a substandard level of living that forms the basis for all other forms of discrimination by which the economic exploitation itself is justified.&#13;
&#13;
Briefly, the Mexican, be he an American citizen or not, is generally refused employment except in [strikeout] certain types of undesirable, unskilled jobs. Furthermore, once employed, he is refused advancement, generally speaking, regardless of his ability. Thus his income is restricted and held below that of the average citizen. The result, he and his family are forced to live in homes that lack every comfort and sanitary device, they are ill dressed, ill cared for,a nd ill fed. They are unable to keep their children in school. Consequently their physical appearance and their education are sub-standard. The commun[i]ty [community] concludes that in a country of equal opportunities a group that remains in his condition is inferior, consequently an inferior wage and an inferior field of advancement are justified.&#13;

With further reference to our recent correspondence regarding discrimination against Mexicans in the State of Texas, we take pleasure in enclosing herewith a list of some of the towns and cities where such practice exists. We have many more names, and the list will follow within the next few days. However, the list we are sending you to-day will give you a  good picture of the situation.&#13;
&#13;
We believe that an immediate investigation by our Department of Justice to determine just what motive impels the owners of these establishments in discriminating against Mexicans would prove valuable.&#13;
&#13;
Also, we believe that if our War Department would say to the owners of these establishments that our Federal Government will positively not tolerate the humiliation of American soldiers of Mexixan descent simply because of their racial lineage, that would likewise prove very helpful.&#13;
&#13;
If neither your Department nor the War Department feel disposed to take immediate action in the absence of a federal law upon the subject, then we respectfully request that our Department of Justice and our War Department inform His Excellency Frankilin Delano Roosevelt of the existing situation in Texas, Arizona, Colorado, New Mexico, California and other states of the Union, and say to him that three million Americans of Mexican descent would appreciate it very much if he would ask the Congress of the United States immediately for a law foridding the humiliation of persons of Mexican extraction anywhere in the United States merely because of their ancestry. The situation is becoming more serious every day, and, therefore, quick action by our Government is imperative.&#13;

It is with a feeling of shame that I write you thus belatedly to say that I have not been able yet to prepare the article you recently asked from me.&#13;

Knowing that your book has been held up waiting on me, it is most humiliating not to be able even at this late date to send you my contribution.  For many days this assignment has been haunting me and I have kept telling myself I would complete it tomorrow.  But tomorrow never seems to arrive.&#13;

In view of the fact your book is ready to go to press, I can only suggest that my article be left out.  This suggestion is offered with sincere reluctance since I felt your invitation was a high compliment and I looked forward with proud antici-pation to having a small place in the book.&#13;

Dear Mr. Perales:&#13;

I wish to thank you most sincerely for your thoughtfulness and kindness in giving me a copy of your book "En Defensa de mi Raza".  I really enjoyed reading it especially that page on which is printed your letter to Mr. Gonzales.  Allow me to congratulate you.  I also have a bone to pick with that gentleman and nothing would give me greater pleasure  than to see him be put in his right place.&#13;
&#13;
It really is too bad we dont have more Alonso Perales' to defend the Mexican people.  Unfortunately, when some one tries to do some-thing, the others who are in a position to help dont do so.  The first thing they say is "Why should I make enemies among the white people [Underlined] (pardon the words) when they treat me fine."  There you have the whole thing in a nut shell.  They'll sell their birth-right for a mess of pottage.  The fools!  They have no pride, no dignity, no self respect.  &#13;

I've made plenty of enemies but it is worth it.  It makes my blood boil to hear germans, Italians, Anglo-Americans etc. say, "These Mexicans should be sent back to Mexico".  Do I keep quiet?  Certainly not.  I tell them that if it hadnt been for the ancestors of some of these so - called Mexicans they wouldnt be here taking it easy.&#13;
&#13;
You see Mr. Perles, I have a right to answer them in that rude way because my people first came here to San Antonio in 1715, sixteen years before the Canary Islanders came.  One of my ancestors Don Pedro Flores de Abrego was born here in 1719.  Another ancestor Don Domingo Ramon came here in 1716.  I'm very proud of them.  And of course I'm proud of some of my other ancestors who came from the Canary Islands in 1731.  I have ancestors in one generation or other who descend from nine of the original 13 Canary Islanders (families), one being Don Juan Leal Goras who was the leader of them all.  That is why my grandfather Don Pedro Chaves was one of the heirs to that property where the court-house stands.  Hi mother, grandmother and great grandmother were born in the same house on the land granted to their ancestor Don Juan Leal [Unintelligable - Goras].  The property was sold to Mr. Dwyer and his wife [Unintelligable Mariana] Leal, &#13;

and they in turn sold it to the county later on.  &#13;
&#13;
Wouldn't all these settlers turn in their graves to see how their descendants are humiliated day by day.  No jobs worth while for people of Mexican descent while others who came yesterday and never heard of the Alamo until they came here get the best positions.&#13;
&#13;
I'm worried about the younger generation, they are getting bitter because they say they are neither Mexican or American and that it is useless to go to college and spend 4 years or more and get a position driving a truck or clerking in some small store after they finish college.&#13;
&#13;
My son who graduated last May from Sidney Lanier was an honor graduate, was valedictorian of the class and received seven scholarships to the largest college in Texas but he wouldnt go because he is seeing how things are right now.  He wanted to be an architect but was told by his teacher who cared very much for him, it would be useless to go six years to college and then not get a position.  So he is working as window trimmer and salesman for Paul Maureaux Co. and goes to night school at Tech.  He wants to be somebody but how can he when they dont give a square deal to the Mexican boys.&#13;

Some day I'm going to send him over to you but its' so hard to say when. He works from 7:30 a.m til 6:30 p.m and on Saturdays 7:30 a.m to 9:30 p.m He knows how to talk, he's not like the one you met who would rather [Illegible - pray] than talk.  By the way, Mr. Perales, you made a conquest and I mean a conquest.  My son thought you were the grandest sort of a man he had ever met.  He's been bragging about you to every one he knows, and that means something.  He thinks of nothing but sports (he is a basketball star) and he said, "I bet if I talked to Mr. Perales about basketball he'd know what I was talking about". He is only 17 years old and graduated in January but is [Illegible - posting] until May when he gets his diploma. My oldest son Jesse was 18 when he graduated but he received so many honors it would take a page to list them.&#13;

My letter has turned out to be a book it seems and I hope I haven't bored you but I had to get my feelings off my chest and you were the proper person for that.&#13;

The State Convention of Pan American Round Tables meets in McAllen on March 9th. and 10th., which, you have probably learned from your wife.  &#13;

Mrs. Griswold tells me of an excellent address which you gave them on the "Association of American Nations" and I am wondering if you could be persuaded to give it to our Convention shortly after noon on the tenth of March.  We should feel highly honored if you could arrange to do this.  We plan to have a luncheon on that day at twelve-thirty, to which a number of special guests shall be invited, and are eager to have them enjoy this address with us.&#13;
&#13;
To use an expression of Mrs. Griswold's, "We are a very poor organization financially", and are therefore not in a position to compensate our speakers as we should like to do, but we do feel that we could bear your gasoline bill and your hotel expense for the trip to McAllen.  This is cer-tainly asking a great deal of you, but we shall appreciate your helping us more than we can tell you.&#13;

How are things going in your and my country, Nicar-agua?  I do not see much in the papers about her.  Was delighted to read that the women are campaigning for equal suffrage dur-ing the preparation of a new Consitution, which was to have begun when Congress convened on December 15th. of last year.&#13;

My dear Mrs. Dees:&#13;

In reply to your letter of the 28th instant, I thank you very much for your kind invitation to address your worthy Organization in the afternoon of March 10th.&#13;

I shall consider it an honor and a privilege to address your Convention upon any phase of Pan Americanism th at you wish.  However, if you will permit me to make a suggestion, I will state that the subject "The Good Neighbor Policy and Recent Developments in the Western Hemisphere" would be more interesting and appropriate at this time, in my humble judgment, than the topic:  "The Proposed Association of American Nations".  In developing my topic I would, of course, touch upon the Lima Conference and its accomplishments.  "The Proposed Association of American Nations" would not be interesting, in my opinion, because it is a project that has been pending for several years.  It was agai n presented for di scussion at the recent Lima Conference and, as we have seen, no action was taken to form such Association.  Therefore, it would seem to me that the most opportune time to discuss and to press such a topic would be on the eve of another Pan American Conference or at least during the year preceding said Conference.  To be perfectly frank with you, I could not muster enough enthusiasm to talk about "The Proposed Association of American Nations" at this time.  To my mind it is a dead issue -- at least until the next Pan American Conference, which will be held four or five years hence.  Will you kindly let me know, at your convenience, whether or not the topic I suggest is acceptable to your Organization?&#13;
