Dear Mr. Perales:

Thank you for the letter and the correspondence relative to the building of a proposed church in Raymondville, Texas. Although I am Archbishop of this Province I do not have jurisdiction over my Suffragan Bishops in the matter of church building. The jurisdiction of an Archbishop is more in the nature of honor and prestige than as having anything to do with the ordinary administration of a diocese. Bishop Ledvina has full jurisdiction in the matter.
