Castañeda suggests that they should try to convince the Department of State to name a person of Latin American descent as the American delegate for the country. Castañeda asks Perales to write to Tom Connally and Victor Borella of the Division of InterAmerican Affairs Office of the Coordinator and propose Castañeda as the representative.
